Research highlight
Alberta Municipalities invited researchers Kate Graham and Jesse Helmer to examine changes in CAO tenure across all Alberta municipalities over two decades. The analysis presents a picture of decreasing CAO tenure over time, now with an average duration of less than one council term. Tenuous political dynamics pose a signfiicant challenge as a factor for increased CAO turnover.
The paper was published through ABmunis’ Future of Municipal Government (FOMG) series in partnership with the University of Calgary’s School of Public Policy and presented at at an Alberta Municipalities conference in Edmonton.
